As a (commendable) exercise in transparency, federal government departments are required to file annual reports. Well, not just reports. There’ll often also be plans, reviews, compliance documentation, and audits.
A well documented report on one of the many ways that tax payer dollars are misused in pursuit of ideology rather than spending those same dollars on more critical issues such as infrastructure, maintaining a serious armed forces capability, health care and other more fundamental and grounded programs that are of real value to tax payers rather than supporting a bloated and self serving bureaucracy.
I believe arts and culture are important for our civilization.
David's report documents spending for ideological goals, which goals are of questionable merit and don't encourage cultural expression or art of relevance to the community at large.
Ministers of Heritage or Culture in Canada are invariably Quebecois. What does that say?
It's difficult for the self-licking ice cream cone to measure how well it is licking.

Thank you very much for this analysis. The reports discussed seem to be just huge expensive balls of fluff documenting how little the Canadian taxpayer has received for taxes paid.
David, thank you for taking a closer look at this. You’ve captured, in a nutshell, the problems with measuring spending to promote EDI vs. actual outcomes in the world.

The web of the nihilism of multiculturalism has been cast over all the bureaucracies of leviathan. Multiculturalism is the nullity of the moral equivalence of all cultures and for the suicidal empathic western democracies at end stage, it results in the submission of western civilization to any and all cultures and most notably those that do not share its institutional self-doubt, for example, Islam and indigenous nobility actively engaged in a constitutional and lawfare-fueled reinforcement of and inversion of the disastrous legacy of apartheid enshrined in the Indian Act.
