Your analysis starts by saying there is no smoking gun and you note that the actual interprovincial migration is fairly small. You then conclude with your comparison to the much larger inter-state migration in the US. Is that a way to confirm the usual image of Canadians as being disinterested, not at all excitable people as compared to our southern neighbors?
To be honest, I'm not exactly sure what to conclude. It should be remembered that Americans (who don't live in Hawaii or Alaska) are far more likely to just live a short drive from a state line than we are. So migration is easier. But the disparity is still very large. Perhaps we're less vindictive? :)
One other possibility. Perhaps provinces just aren't as different from each other as states can be...
Perhaps we are simply more accepting of our "lot in life" and not as interested in improving that lot? Put differently, perhaps Canadians are just content to accept what we are given by our worsers (definitely they are not our betters!)? Whichever it may be, I say silly Canadians. [I would use a different adjective but, well, why tell a truth that may offend some/many?]

"...less vindictive ... aren't as different..."?
